What is a direct payment?

 

A direct payment is money paid by the Council directly to an individual assessed as needing community care services. This money can then be used to enable the individual to arrange their own support.

It is for people who would like more flexibility, choice and control over their care so that they can live at home more independently.  People can decide how, when, and who provides their care.

 Who can receive a direct payment?

·        People with disabilities aged 16+.

·        Parents of a child with disabilities.

·        People with disabilities who have parental responsibility.

·        People with disabilities aged 16+ to purchase housing support services.

·        Attorneys and guardians, with the relevant powers on behalf of people with disabilities who are unable to give consent.

·        People over 65 who are accessing free personal and nursing care.

 

A direct payment can be used to:

 

·        Employ a carer/personal assistant.

·        Purchase services from self-employed people.

·        Purchase services from independent agencies or the Council.

·        Purchase housing support services.

·        Purchase short breaks or respite care.

·        Purchase equipment and adaptations (within agreed limits).

 

Conditions attached to a direct payment:

 

A direct payment can only be used for assessed needs. The Council will explain how the money can be spent.

A direct payment can only be used for social work services, not for services directly provided by the NHS.

A direct payment cannot be used to purchase services from close relatives, except in exceptional circumstances.
